Mineral Foundation (DMF) – Gadchiroli
The District Mineral Foundation
(DMF), Gadchiroli has been established in accordance with the
provisions of the Mines and Minerals (Development and Regulation)
Amendment Act, 2015, and functions as a statutory trust under the
administrative control of the District Administration, Gadchiroli.
The Foundation’s primary mandate is to work
for the welfare and development of persons and areas affected by mining
activities, ensuring that the benefits derived from the district’s mineral
wealth are equitably shared with local communities, especially those living in
mining-affected and tribal regions.
DMF Gadchiroli serves as a key
institutional mechanism to bridge the gap between mineral extraction
and community development, ensuring that mining contributes positively to
the social and economic upliftment of the region. The Foundation undertakes
welfare and development programmes focusing on healthcare, education,
skill development, livelihood generation, infrastructure improvement, and
environmental sustainability.
Committed to the principles of transparency,
accountability, and participatory governance, DMF Gadchiroli ensures that
project identification, planning, and implementation are inclusive,
data-driven, and aligned with the aspirations of local communities. Projects
are executed in close coordination with Gram Sabhas, line
departments, and the District Planning Committee, ensuring that
development interventions are both need-based and sustainable.

development programmes that enhance the quality of life in mining-affected
regions through focused interventions in health, education, livelihoods,
infrastructure, and environment.
DMF Spending Framework
DMF Gadchiroli follows the spatial and
sectoral spending framework prescribed under the Pradhan Mantri Khanij
Kshetra Kalyan Yojana (PMKKKY) guidelines.
1. Area of Impact Classification
- Directly Affected Areas: Villages and habitations located within a 0–15 km
radius from mining lease or operational boundaries. These areas
face the most significant environmental, social, and economic impacts due
to mining activities. - Indirectly Affected Areas: Villages and habitations situated within a 15–25
km radius from the mining lease area, or those indirectly
impacted by mining-related activities such as transportation, processing,
or industrial infrastructure.
In accordance with the framework:
• A minimum of 70% of DMF
funds are to be utilized in Directly Affected Areas, and
• A maximum of 30% of DMF funds may be utilized in Indirectly
Affected Areas, ensuring that the communities facing the highest impact
receive priority in development interventions.
2. Sectoral Allocation Framework
DMF Gadchiroli allocates funds in line with
national and state-level guidelines, categorizing development activities
into High Priority Sectors and Other Priority Sectors to
ensure balanced and impactful use of resources.
